TOWN BOARD MEETING OF OCT. 3

Absent: Supervisor Rob Eggleton and Councilperson Christine Routledge were not present at the meeting.

A moment of silence was held for Richard Welch, former town justice, Rockland constable and town board member.

Public Hearing: A public hearing on Local Law #3 was opened. There was no comment from the public, and because board members were absent, discussion was tabled until the next board meeting.

Minutes: The minutes of the meeting of Sept. 19 were passed.

Correspondence: A notice was received from the Water and Sewer Dept. advising that service will be down on Wednesday, Oct. 9, on the Old Rte. 17 flats, Johnston Rd., Knoll Rd., Dahlia Rd. and DeKay Lane, while repairs on a water main are made.

Old Business

The town’s Dump Day is Saturday, Oct. 5, from 8 a.m. to 2 p.m.

The bills from the Sept. 19 meeting were approved.

The Willowemoc stream crossing in Roscoe is complete and the hamlet’s dog park will be reopened. A project on completed.

New Business

The New York Forward grant steering committee will host a community outreach meeting on Monday, Oct. 14, from 4 to 6 p.m., at Town Hall.

The Twin Village Golf Course in Roscoe will replace the existing electric golf carts with gas-run models. Club Car has offered several alternative options for leasing and selling carts.

Resolution Required: The following resolution was passed by the board.

Lease gas-driven golf carts for four years on credit of $27,700 for the ten lithium battery carts owned by the town.

Department Heads: Chris Bury, Water and Sewer: The town engineer looked at the Dahlia Rd. water line with a view toward its replacement. The department’s propane heater has been repaired. The water tower in Roscoe will be cleaned of graffiti on Nov. 4. Roger Decker, Highway (via Zoom): The truck from Robert Green Auto and Truck in Bridgeville may be ready next week. Decker hopes to finish price comparisons on big trucks soon. Steven Hecht passed his Class A license test, so the department may be able to take him on as a heavy machine operator employee. The department needs to fill two positions.

Approval of Bills: The bills on Abstract #19 were approved.

TOWN BOARD MEETING OF OCT. 17

Minutes: A motion was made to change resolution #139 regarding the leasing of 18 new golf carts for four years at a monthly rate of $3,692. Six payments will be made per year, May through October. With this correction the minutes of the Oct. 3 meeting were approved.

Correspondence: The county’s Office of the Aging will help the town’s senior citizens to connect in a meeting at Town Hall on Nov. 8, from 11 a.m. to 1 p.m. The New York Forward Grant application was completed on Oct. 17.

Old Business

An inventory of residents’ lead and copper piping has been completed by the Water and Sewer Dept. Notification to customers of unknown materials will be mailed out on Oct. 30.

Resolutions Required: The following resolutions were required and were passed by the board.

Adopt Local Law #3-2024 imposing a revised limited-land-use moratorium in the Town of Rockland.
Modify the Highway Dept. budget as authorized.

New Business

Public Hearing on 2025 Town of Rockland Proposed Budget: The proposed budget is available for public inspection in the office of the Town Clerk from 9 a.m. to 4 p.m. A public hearing on the budget will be held Thursday, Nov. 9, at 7 p.m. at Town Hall. Citizens may attend in person or by Zoom.

Resolutions Required: The following resolutions were required and were passed by the board.

Reassess the mowing charge-backs on each of 12 tax bills for the year 2025, in the total amount of $3,475.
Submit for action by the Sullivan County Legislature the list of unpaid sewer rents and penalties for the 2025 Town of Rockland tax roll. Totals for Livingston Manor are $58,148; for Roscoe, $39,878.
Authorize the sale by the Town of Rockland of a parcel of land located on Creamery Road and identified as tax map parcel 47-4-1.
Allow the owner of 11 Knoll Road a one-year payment plan for the water charges due to a leaking toilet.
Give the owner of 149 DuBois Street a credit in the amount of $165 on the sewer account.

Department Heads: Roger Decker, Highway: Paving has been completed on Anderson Road. The trade-in value for a department truck was $15,025.

Resolutions Required: The following resolutions were required and were passed by the board.

Move forward with ordering a 2025 Kenworth truck with winter equipment for the Highway Dept.
Move the 2018 GMC Sierra 1500 pickup truck from the Highway Dept. to the Parks and Recreation Dept.

Department Heads: Chris Bury, Water and Sewer: The plant is being winterized. The UV is offline and next week the blacktop will be repaired. Issues on Church and Finch Streets were repaired. The Roscoe Beer Co. called, complaining the water pressure is low, a possible problem on a service line that had previously been worked on. Glenn Gabbard, Code Officer: The department is very busy with new construction, and is getting ready to do fire inspections.

Public Comment: Christin Hale expressed concern that Japanese knotweed is growing onto trees and into foundations along the Willowemoc. This is an invasive species and the DEC and USDA has specific grants that can be applied for to diminish the problem. Possible grants will be discussed.
