TOWN BOARD MEETING OF MAY 2

Minutes: The minutes of the previous meeting were approved after a motion to amend Resolution #49 from the Apr. 18 meeting was approved.

Correspondence: The Sullivan County newsletter gave an update on wastewater treatment plants and the improvements to the county’s airport.

Old Business

The closing for the Twin Village Golf Course is set for May 7.

Trout Unlimited has chosen J.L. Woidt Engineering of Binghamton to complete the Willowemoc Creek restoration along DeBruce Rd. Meadow Hill Community will be offered a 12-month plan to pay owed water-and-sewer charges.

New Business

The request from the owners of 30 Finch St. to waive this quarter’s water-and-sewer bill was tabled because efforts to contact the owners have been unsuccessful. There will be no Zoning Board reviews until further notice.

Resolutions Required: The following resolutions were required and were passed by the board.

Allow Rich Meade to dump gravel on Town of Rockland property on Creamery Rd.
Appraise Town of Rockland property on Creamery Rd.
Add budgetary line items to the General Fund budget. They are for expenditure incurred during the generation of electrical power.
Modify the budget to fund new expenditures for the Fishman Road solar project and to cover costs of grant writing services for a NY Forward Grant.

Department Heads: Chris Bury, Water and Sewer: The department is preparing for Roscoe wastewater repairs. Issues with equipment are gradually being resolved. Reuben Davis and Ronald Crover are taking exams for licensing. Roger Decker, Highway: All plows have been removed from town trucks. The department is doing tree work, patching and sealing. Shared-service agreements have to be signed by highway departments surrounding the Manor in case of a catastrophic event. New labor laws will go into effect in July, and they will affect prevailing wages with vendors. The price of stone is going up.

Reminder: Spring Cleanup and Dump Day is May 18, from 8 a.m. to 2 p.m.

Public Comment: Marge Feuerstein commented on the good turnout Renaissance had for Litter Pluck. Supervisor Rob Eggleton offered the town’s thanks.

Approval of Bills: The bills on Abstract #9 were approved.

TOWN BOARD MEETING OF MAY 16

Bid Opening: Since no bids on the salt shed were received, the notice for bids will be placed in the Sullivan County Democrat for another month.

Presentation: Tracy Brown from Trout Unlimited gave the board a comprehensive review covering the watershed assessment, some possible areas of flooding and sites for restoration work. She also updated them on the summer’s project at Riverside Park in Roscoe, and announced that a community mapping session will take place on Wednesday, June 26, at the Livingston Manor Firehouse.

Approval of Minutes: The minutes of the previous meeting were approved.

Correspondence: Trout Unlimited will be at the Catskill Fly Fishing Center & Museum on Thursday, June 6. The Livingston Manor Chamber of Commerce is holding its Flower Day on Saturday, May 18, from 10 a.m. to 4 p.m. Roscoe will hold a Memorial Day Parade at 11 a.m., starting at the hamlet’s fire house. The Manor will also have one on that day.

Presentation: Kathy Fries, head of Manor Renaissance, showed the board photos of light poles on Main Street that need to be fixed or replaced, and the median on Pearl and Main streets that needs to be put back into a plantable condition. Fries also appealed to the board to address Main Street’s overflowing garbage cans.

Old Business

The Twin Villages Golf Course in Roscoe is now open. The town has not yet found anyone to lease its food service space.

New Business

There will be a meeting on June 17 in the Legislative Hearing Room in the Government Center in Monticello to discuss federal funding for flooding assistance.

Resolutions Required: The following resolutions were required and were passed by the board.

Approve the waiver of noise ordinance for an event at Sunshine Colony on June 7, from 7 to 10 p.m.
Allow a budget modification to cover the purchase of golf course equipment and fund the newly-created budgetary line.
Add budgetary line items to the general budget for expenditures incurred during the purchase of equipment for parks.
Introduce Local Law #2, 2024, “imposing a limited land use moratorium in the Town of Rockland, Sullivan County, NY.” With all in favor by roll-call vote, a public hearing was set for June 6, at 7 p.m.

Department Heads: Chris Bury, Water and Sewer: There were some mechanical problems in one of the tanks in the Manor treatment facility and parts have been ordered. Glenn Gabbard, Code Enforcement: There has been vandalism at the Willowemoc Motel site. Fire inspection of some summer camps has begun, but some owners are non-responsive, and the town will need to involve the state Supreme Court.

Approval of Bills: The bills on Abstract #10 were approved.

Executive Session: A motion was made to go into Executive session at 7:53 p.m. The session ended at 8:17 p.m.

Resolution Required: A resolution was required and passed by the board.

Hire Ron Bury as a part-time park maintenance employee at a rate of $18 per hour, up to 20 hours per week.
